Abstract: | The relevance of the article is determined by the connection of the research object with the need to achieve the Sustainable Development Goals, in particular, with the achievement of SDG No. 5 "Gender equality". Solving the task of defining the role of women in post-war reconstruction is also a practical task that meets the most urgent needs of modern Ukraine. The article is devoted to the study of factors that are gender-related and can affect the stability of the functioning of the civil service during and after the end of the war. With the help of a modern bibliographic base, modern foreign trends in determining the roles of women and men in public administration and not only during martial law are determined, and conclusions are made about what can be used as the best examples of gender mainstreaming for the practice of modern Ukraine. In particular, it is determined that personnel policy in the field of public administration should not have signs of bias based on formal grounds and create equal conditions to get a job in this field. However, the weak internal flexibility of the management system (for example, the inability to adhere to flexible work schedules) creates subtle but significant obstacles to the advancement of women in this system. The article analyzes statistical data on the civil servants characteristics during martial law, as well as the results of a sociological survey conducted among civil servants in the period from August 23 to September 25, 2022, during which 21,148 people were interviewed. Two groups of factors that can affect the sustainability of the сivil service are thoroughly analyzed, specifiically, a group of organizational factors (including safety factors, as well as the introduction of individually defined forms of work), as well as sustainability factors related to the need to preserve the human potential of the сivil service .
